The adaptive traffic signal control system that uses Japan’s MODERATO (Management of Origin-Destination-Related Adaptation for Traffic Optimization) technology has been installed at several city signals for months, but it has yet to be inaugurated, despite the fact that the signal lights remain covered up.

The plan to install these signals was first proposed in 2014, but work did not begin until July 2021. Although the project was supposed to be finished by October 2022, it was plagued by delays and missed various deadlines along the way. Finally, the Directorate of Urban Land Transport (DULT) is working on a December launch date.
